Unlike Costco or Sam's, no membership is required, so any shopper can walk in and buy bulk packaged goods alongside normal grocery items. Merchant category coding is the gotcha here: most Smart & Final stores historically code as warehouse club rather than supermarket, which means a grocery bonus card (Amex Gold, Blue Cash Preferred) may not trigger its multiplier.
