What keeps it from being a one-trick card is the 1.5% it pays everywhere else, a fair floor for a card with no annual fee. There is no signup bonus and no intro APR, so nothing sweetens the first year, and the regular APR runs from 18.49% to 33.24%. It also charges a foreign transaction fee, which takes it out of the running for travel. If PayPal is your default checkout, the 3% is worth having; if it is not, a straightforward 2% card beats this outright.
